Hi Alex- did you manage to solve this ?

I now have the same issue when trying to do a clean install of MR CU8 - why does MS make these things shouldn't be this hard!

I got this same message during a clean MR CU8 install, here's how I fixed it:  In the features setting of the .Net Framework in win08 server x64, verify you have enabled "WCF HTTP Activation", I found this by installing a prior (CU8) management reporter service pack and it gave me a message saying it was missing.
