Our Management Reporter server unfortunately going down. we install new MR server but not running with old database. show error "you are not permission to do this operation. how i connect management reporter with old database

You will want to follow the KB on moving databases here:
mbs2.microsoft.com/.../KBDisplay.aspx
You will also want to be sure that the service accounts running the application and process service have the GeneralUser role in the ManagementReporter database.
Lastly, if you are trying to connect to Management Reporter and are not yourself a user, you will get an error that you cannot connect. If you read the error it will tell you that you are not authorized to connect (which may be true).
