AX 2009 WF engine user recognation

I am running AX 2009 work flow, the PR workflow is pending on user approval..this user was not defined on the system, after I defined the user, he still could not see the PR to approve it... as far as I understand the WF engine could not recognize the user after adding him..... any ideas, work around...
