I use PHP to login into MsCRM and add leads. This all works and the leads are logged successfully into MsCRM.
I use my own account for logging the leads, but I have some issues while setting another lead owner not myself on them. The interesting thing is that I can set a different lead owner using some users but I can't using others. I checked the user properties and attributes and I just can't find why I can set certain users to lead owner but have problems with the rest.
Can you please clarify for me, what I should check for to solve this issue ?
Actually it was a process that was not having the steps correctly implemented.

Could you take from platform traces and show us if you get any error? Do the users have the same license type, access mode...?
I would assume that the Security Roles are preventing certain users from either owning a Lead or preventing you from assigning the lead to users outside your business unit.

Sorry to post an unrelated comment but could you please point me the right direction to a working solution for connecting to the current 'state of the art' cloud Office 365 MS CRM instance via PHP. All the examples I've found have not been working out for me at all. Thanks so much for your help!
