Hi, I have installed CRM 2011 environment on new Servers. Do I install RollUps first and then import CRM 4.0 Org database ? does the order matters ?

Install the updates on the 2011 server and then import the 4.0 organization. This way you will benefit from any updates/patches that effect the import process.
