Is it possible to flag email as spam in CRM so that we can block the sender?
You can not flag emails in CRM but you can create a contact record and then block that contact's email to be track.

no, I don't think but you can create a custom filter to realize this and add new contacts to block whenever you think necessary.
However, I seek other solutions.
There is no OOB functionality which allows you to create custom filter which can flag email as spam, you can use different business logic using external datasource to achieve it .
