Short Answer : YES
Long Answer : have a look into your license agreement on Customer Source or with your partner... Be aware that MS is changing their licensing mode completly with GP2013, but the SQL CAL's remain unchanged as far as I know... Technically, every PC 'client' that is accessing a SQL server remotely needs a CAL for SQL.
