Does anyone know of a way to "tag" events in GP across different expense accounts? For example, we are attending the ABC Conference. There will be hits to conference expense, travel expense, food expense, and others. Is there a way I can "tag" all of these expenses as ABC conference, in a manner that we can easily pull all the associated expenses across different accounts with the conference? I'd like to easily be able to get the total cost of a conference, including travel/food/etc,

You may consider Analytical Accounting. You could simply create a dimension called "Expense Type" which is linked to all the expense accounts, this dimension could have several values such as; conference (for the time being). Later on, you may consider other types to be used under the same dimension.

The video goes over instructions for reporting using FRX - we do not use this. Do you know of any other ways to export/view expenses by dimension without using FRX?

You could still of course customize reports and publish through smart list builder/ Designer into your Dynamics GP.
