When I Set up a Dynamics Customer Engagement for a client on their existing tenant, if it is possible to move CRM9 to CRM11 or require the entire tenant to move?

Sure. It's possible to do D365 Instance Geo to geo migrations.
In the case of a Customer Engagement instance residing in an Office 365 instance in a single tenant, moving the Customer Engagement instance doesn’t move the Office 365 instance; they are separate services. Your Customer Engagement instance will still appear in your tenant alongside the Office 365 instance.
