I want to delete a Portal user that I've been using to test how the portal works.
I'm selecting the user from the Contacts list, clicking Delete but getting a "The record cannot be deletd because it is associated with another record".
The Show Details doesn't help at all.
How can I ascertain what the "other record" is?
you can view entity relationships to figure out what type of records can restrict deletions.
Navigate to Settings > Customizations >Customize the System > Entities > Contact > 1:N relationship to locate any relationships who’s ‘Type of Behaviour’ is equal to ‘Referential, Restrict Delete’.
Take a note of the Related Entity of each of those relationships, these are the types of records which could be restricting your ability to delete the record.
Then you can delete these associated records by using advanced find or the related items menu for the record look through the noted record types.

Also, you can remove portal user from a portal without deleting the contact record.
There is an attribute in the Contact record that you can disable the user for login, then you can deactive it:
