I have been following two threads in an effort to default Price List on Opportunity/Quote/Order based on user's Territory:
Below are screenshots from my settings:

Creation of an Opportunity under Ben's account does not result in Price List being auto-populated.
In the Microsoft article there is this piece:
"The user has permission on the price level that is associated with the territory by using the Territory Default Pricelist connection role."
I am not really sure what this means.
Any suggestions on what could be missing and preventing this from working?
I tested it in my environment according to your article, successfully populated the Price List automatically.
Note that if more than one price lists are associated with a territory, then the price list will not be populated.
For example, I have a price list for the territory of Africa. In this case, the territory of other price lists can no longer be set to Africa. We have to ensure that Africa only matches one price list.
So please check if there is more than one price list corresponding to Ben's territory.
Go to Settings > Business Management > Sales Territories, open Ben's territory, click Connections.
Thanks for the response. I apologize for not including a screenshot of the Sales Territory Connections in my initial post. Unfortunately, there is only 1 connection to Ben's Territory:
