Q1: Can customer/partner requests to postpone upgrading to the latest version?
Q2: How they can request to postpone it?
Q3: How long can it be postponed?
Minor updates are mandatory and will be applied during a scheduled maintenance window with no opt-out. Major updates will have a 3 month window to schedule the update.

The next release is in October and targeted on the 1st week of October.

How do you ensure reliability of the updates?
Microsoft are spacing out deployments over several weeks following our established safe deployment practices and monitoring updates closely for any issues.
For those of you seeing this in 2019 - please see below:
A1: As of April 2019 Ver. 8.1 and beyond: you can decline a release for up to 2 releases or 3 months. On that third release the customer/partner will have to update. There will also be mandatory releases that will require updates regardless of declining.
