I Think that you should pass the execution context of the form as the first parameter of the onload function and get the active process by using this:
var activeProcess = formContext.data.process.getActiveProcess();

Please check if the Business Process Flow you are trying to access via code is added in the UCI app. If it is not there then please add it to the app. the reason why it works in Classic and not in UCI is , Classic is the web app with access to all the components. Meanwhile, in the UCI app you need to define the business process flows that need to be present in that app. Custom BPF won't be added to the UCI app unless you add it manually.
I had the same issue which got resolved by adding the BPF to my UCI app. Also, I recommend using the executionContext.getFormContext() as Xrm.Page is now deprecated.
