Dynamics 365 for operations on premise is released or not ?
If released can any body share me the link to download.
Do you want to download it for testing/training purposes or for a customer installation?

Finance and Operations bits are distributed through Microsoft Dynamics Lifecycle Services (LCS). Before you can deploy, you must purchase license keys through the Enterprise Agreements channel and set up an on-premises project in LCS. Deployments can be initiated only through LCS.

I am still not clear if you want to install the system for a customer for yourself or a customer.
The second link that Nagendra Varma K provided is for the download of a demo version that you can use for yourself to test things.
If you are looking for a customer installation, you have to go through LCS as Martin cited. When doing that, please be aware of the following System requirements (www.microsoft.com/.../details.aspx) and limitations (docs.microsoft.com/.../features-not-implemented-on-prem;WT.mc_id=docs-twitter)

Did microsft released Setup files or not?
Like how we have for AX 2012 R2 and AX 2012 R3.
I want to install in our local servers for our testing and demo purposes for customers
whether this type of setup is released by Microsoft or not?
I'm looking setup for Dynamics 365 for Operations which includes all the module exist in Dynamics 365 for operation VM, not for AX and CRM combines product Dynamics 365 for Finance and Operations.
For now the deployment will happen through LCS even for on Prem.

The developer VM can be downloaded from Lifecycle Services. You need to have D365FO licenses in order to set up an LCS project of correct type. You can sign up for a preview subscription if you are an AX customer or partner: docs.microsoft.com/.../sign-up-preview-subscription
D365FO on-premises is a completely different thing than the developer VM. But is seems you want the VM, not the on-premises system. In either case, no installation package is available. The developer VM is preconfigured by Microsoft. The actual on-premises system is deployed from LCS
