I am looking for confirmation that the 'add products' option is a feature of D365 that does NOT appear in the on premise version.
Or is there are parameter I am missing?
I do have procurement categories set up and released product numbers assigned to the categories.

it seems to me that this button belongs to the Retail features.
Try to activate the Retail license on System administration > Setup > License configuration
