You can now use Internet Explorer to explore some OData URIs.
Please read this Docs:
you need to add ?$format=json to your URL and you'll get the data in JSON format. With your example it'd be D365Url/data/PublicCollectionName?$format=json.

Many thanks Blue Wang,
Many Thanks Adria, it is not supported in the I/E
I think it should work in IE. What do you mean by "it is not supported"? Why do you need IE? I'm sure the business requirement is to read JSON with some other program than IE.
Hi Nikolaos Sir, it is not support in the I/E and Google
HTTP Error 404.0 - Not Found
The resource you are looking for has been removed, had its name changed, or is temporarily unavailable.
Most likely causes:
•The directory or file specified does not exist on the Web server.
•The URL contains a typographical error.
•A custom filter or module, such as URLScan, restricts access to the file
That's a totally different error. Your entity is not being found, make sure you're using the correct name, that it's marked as public and that you have built & synchronized it.
