I am trying to setup our workflow infrastructure however I cannot select the batch group that i have created specifically to run the workflow batch jobs. I've noticed that there is only 1 AOS server that is listed in 'batch servers' but we should be seeing two since it is a Tier-2 environment.
Can you tell which version of Dynamics 365 you are using? Can you share a screenshot of the batch servers form?

It is possible some one has connected to the sandbox environment previously for some maintenance or database refresh and didn't start the AOS service in the 2nd server. Once the service is started and server session is created only then you will be able to see two AOS's.
Also, Verify if you can see two AOS's in Server Configuration form under System Admin > Setup.
As Manish said, please verify the number in Server Configuration.
By the way, the number of AOS’s on Tier2 environments, are different and depends on when the LCS project is started. All projects started pre 7.2 and since 8.1 have 2 aos’es/1bi while those started during 7.3 and 8.0 have 1 aos/ 1 bi. Also, after removing the tier2 while recreating an empty upgraded environment, the same number of AOS’s are deployed.
You need to verify the version of D365.
