I`ve got a little problem concerning the Dynamics 365 for Marketing App. After installing the app on the right instance, the app is not visible for other users, who still have assigned security roles.
In the Office 365 Admin Center under products and services the marketing license is shown as "1 from 1 available (0 in use)"- is this normal?
Have you checked by accessing the CRM from Global admin rights or System admin if the Marketing module is available to these users.
With regards to marketing license shown as "1 from 1 available (0 in use)" means, you still have one marketing license available to be assigned. You haven't use the license currently available with you for marketing.

the access was done by Global Admin rights and is also available for this role. But I tried to assign one user with the Marketing Professional Business role and now the app is available.
