Is it possible to manage different sets of characteristics such as language or tech certifications with different skills scales and show the skill scale filtered by type of characteristic? ie languages, english, level C2, and Development, C#, expert?
Yes, it is possible. you should first configure the proficiency Models in PSA from Project Service-->Proficiency Models.
Then configure the Resource Skills from Project Service--> Resource Skills.
Then tag the above to each resource from Project Service--> Resources
You can also add certifications shown in the screenshot below.
you can now go to the Schedule board and select all the criteria for filtering the resources.
Just in case the filter doesn't shows up, you may add the filters as per your need. But, that is a customization that needs to be done.
