I want to embed my functionality with the existing functionality for Approve Button in Project Approval entity while approving time sheet. Can I modify the existing managed web resource for the Approve button. Please suggest me how can I add the functionality on the top of existing one.

If you want to keep the existing functionality and then add your functionality on top of it. My suggestion is that you write a plugin/workflow once the status of the time entry is changed to Approved. If you don't want to keep the existing one and want to rewrite everything with a new custom button of your own in the ribbon instead of the Approve button, then I suggest you hide the existing button with the help of Ribbon Workbench and write your new button and put it up on the ribbon and use that.

I would not touch the OOTB button. Recreate the functionality and hide the OOTB one like Priyesh suggested.
I have created button rather then modifying existing button functionality.
