In a customer tenant I was able to upgrade sandbox to 3.4 but production one is 3.3 and the upgrade is not available.
How can I upgrade it?
I think you should definitely have an upgrade available from V3.3. This could be an admin center issue so a Service Request is most likely the way forward.

I'm checking in admin center right now. Sandbox is 184.108.40.206, and upgrade to 220.127.116.11 is available.
Production is still "blocked" to 18.104.22.1688 and I cannot upgrade.
I'm gonna raise a SR.
