We open PSA Project records with no errors in MS Project on text environment.
When we try to open PSA Projects on live environment, we get the following error: "Project error the value entered does not fit the code mask defined for the custom outline code field" and project is not opened . Both environments have the same PSA versions and customization.
We found out that this error occurs if PSA Project has Bookable resource with User type. If we change it to Generic one - project is opened with no error. In my opinion this is not correct workaround because test environment contains project entities with any resources combination.
How can I fix this issue in MS Project?
I think I remember that message when I used MS Project Professional with PSA ver. 2. There is a new client for PSA ver. 3 now. Make sure you use the right one.
The following fields related to resources are synced between MS Project and PSA.
PSA Record PSA Field PSA Schema Source (MS Project)
Project Team Member Position Name for generic, Bookable Resource for others Msdyn_name Resource Name
Project Team Member Bookable Resource Msdyn_bookableresourceid PSA Generic Resource (yes/no)

You could try changing values for resource records that cause problems to find out the root cause. It maybe a special character used or a missing value.
Make sure that you save your .mpp file on OneDrive or SharePoint not locally.
On Microsoft Docs, there is some info on how to use MS Project Professional with PSA but not loads.

As I found out, Project resources in MS Project have 4 custom fields (I use MS Project Resource menu item > Information > Custom Fields tab):
What fields in PSA are related to 'PSA Generic Resource' and 'PSA Notification' custom fields in MS Project? I used different values for the rest 2 fields and this did not help.

When the MS Project Add-in is used to create a MS Project from PSA, the following records and fields are populated:
Determines hierarchy of subtasks
PSA Notification (text 30) holds warning about unsupported settings
Project Task Dependencies
Project Team Member
Position Name for generic, Bookable Resource for others
PSA Generic Resource (yes/no)
PSA Resource Org Unit
PSA Notifications; holds warning about unsupported settings

I tried to find what 'code mask' can be used for custom fields from your list, and discovered the following: if I go to Project menu Item > Custom Fields > Resource button point in MS Project and check the 'PSA Resource Org Unit' field values, only 3 from 5 values are showed. Microsoft Project does not show 2 records - "Projects, Europe" and "Projects, US". I deleted commas from these values and projects are open with no errors.
So, solution is the following: do not use commas in 'PSA Resource Org Unit' field. Unfortunately, I did not find this moment in documentation, we need to find this 'manually'.
