If I wanted to assign a single resource to more than one task/role within a project, would that be possible within PSA?
If the resource (employee) has enough availability to the point where we can afford to have them act as both the consultant and the dev, would we encounter any issues when trying to apply one resource to two concurrent tasks/roles?

You can only assign 1 Role to a resource in a Project. Also, please note that moving to PSA v3 is mandatory by the end of this year. And in PSA v3, Roles are deprecated.
You can utilize the Price Lists for actual Time Entries that'll define what role the Resource is doing time entries under.

One more quick question...
Is there a way to search for all resources (staff) with a particular skill?
So for example if I entered "Java" it would only output those with java skills?
You can quickly run an Advanced Find for the same on ResourceSkills
You can also look at the schedule board and filter the resources by skill/characteristic.
