I am also getting the same issue. I think it is to do with the update to version 22.214.171.124 of PSA. Before I installed this update I could approve Time Entries without error. Now I can't. My PSA is completely OOTB without config or customisation. I have also raised a support case with Microsoft.

Hi, I have received a response from Microsoft Support and they have confirmed that this is a bug within PSA. Microsoft will be releasing a fix as part of the next release for PSA at the end of October.
Any update on this Issue/Thread?
This issue was fixed by Microsoft in the latest patch which brings PSA to version 126.96.36.199. I have tested and confirmed the fix working for my organization.
When was this released and how did you find out about it? I haven't seen any release notes posted yet which are usually done through the Dynamics 365 Blog https://cloudblogs.microsoft.com/dynamics365/product/project-service-automation/

This fix was released on 11-Oct-2019. I found out about it because I had asked Ms Support to keep my ticket open until there was a proper solution provided for this issue. They informed me on the same day it was released.. :)
The fix however introduced another issue where the BPF now collapses on the Project screen after appearing for a split second. Our team has identified that there is an out-of-the-box OnLoad script on the Main Projects Forms - Function "collapseProcessControl" which seems to be causing this issue. Deactivation of this script lets the BPF stay on the form but we are unsure of other impacts that would be present because we deactivated this ootb script.
