Microsoft has to provide a detailed step-by-step roadmap to solve this well known issue.
In particular, we need to know how to change the OrgDBOrgSetting.

Dear Ben, thanks for your reply. The suggested article doesn't apply to version 9.0 of Dynamics365 thus i still need to understand where i can download the OrgDBOrgSettings Tool and how to set MakeSocialPanePhoneCallCompleted to false as suggested in the Microsoft's guide (see https://docs.microsoft.com/en-us/dynamics365/customer-engagement/basics/add-phone-call-task-email-appointment-activity-case-record#add-a-phone-call ).
Have you tried to follow the steps in the document? It's a set of instructions on how to get and run the command line app (as it seems to be part of the on-premise update packs) and the document does state that AllowSaveAsDraftAppointment is only configurable for 126.96.36.1995 and above which implies it supports later versions.
Personally I would try (download) the latest 8.2.3 service pack and see if it works. The tool will either connect to your online version or not. If it doesn't it won't do any harm and if it does you should be able to update the setting without a problem..

I finally had a long conference call with Dynamics support team.
I can definitely confirm that all the suggested articles do not apply to Dynamics365.
Microsoft will not release an offline version of Dynamics365 thus we must wait the new update release which shall include the changes in order to solve this issue.

We are having the exact same issue in my company.
Did they tell you when the new release with the solution will be available?
i checked right now and there are still no updates.
Microsoft told me that developers will solve the problem and the fix will be released online as soon as possible.
I think that we need to check every week in order to understand when the bug will be fixed.
In the meantime i suggest to use the function "Add activity" instead "Add call" because i saw that it works properly and you can create a record which is not in the "completed" status as default.

Hidden away in a blog post regarding storage issues is a link to the github home for the OrgDbOrgSettings source code at https://github.com/seanmcne/OrgDbOrgSettings/releases from which you can download a managed solution that allows you to configure the settings on an online instance - I will add the proviso here that this solution could screw up your instance in 4 million different ways so don't download it unless you have to.
Once you've downloaded and installed the solution, open the solution and the configuration screen offers a whole list of options one of which is the MakeSocialPanePhoneCallCompleted option.
Click Add and the an alert will appear asking if you want to implement the change. Say Yes
Then Click Edit and you change change the setting from True to False and this will fix the issue for you...
