Will people with a 'Team Member' License be able to use Dynamics 365 functionality to use the Business Card Scanner with the next release?
From the documents released so far, the business card scanner does not have a license type limitation. As long as the user has the right to create a contact, they can use the business card scanner.
The business card scanner is previewed and its features and usage restrictions may be updated in the future.

Since the Business Card Scanner is a feature than a service, I don't expect it to have any restriction for Team Member as far as they can access Leads or Contacts.
Kindly note that this is not available in Dynamics 365 Sales Professional.
