When I download a report from crm and upload it to SSDT, I don't see the report. I just see the code and the design doesn't see it.
please guide me

Following is just a demo from Advanced Find. I tried to download the Fetchxml and update code SSDT which got the same results in Advanced Find.
I am not sure how do you directly upload report to SSDT while I would suggest you to download XML file and update in SSDT which should success.
Detailed operation on creating Fetch-Based Report using SSDT:
You should have to open report using "Add Existing" report option in SSDT.
Right click on report folder available in solution and click on Add- Exiting Item.
