I'm using Dynamics 365 online v9.
I have list of ~1 million product records (excel template) and I want to import into Dynamics 365 , after import it into D365, performance D365 be affected (slowly or ...)?
Does Microsoft D365 recommend to limit the number of products (quote/opps) which store on d365 online?
So the big answer her is it depends.. Once imported, every time you do a lookup on products, it will obviously take longer but should not affect the overall D365 performance of the product.
There is no specific limitations on the number of records for product catalogue. You can import the data.
Rather than flat import, i suggest you to import the data with proper categorisation. It will make your data well structured and easy to search too. You can look in to D365 product families. Add additional attributes (if required), product categories, product types as your business structure suits.
D365 as a whole performance may not be effected. You might see little impact while searching.
You can create a Microsoft ticket and Microsoft team will help you to create indexes for better search performance.
Overall you should not face considerable issues.

Dynamics 365 is SaaS (software as service), I am very worries about performance when the number of product and opps .. records increases.
Is there any way to optimize performance when dynamics 365 is a Saas? or D365 auto scale when overload?
You would need to open a ticket with MS to ask them to index and optimize. You do not have control at this time for SaaS but Microsoft is pretty responsive on these type of things.

In SaaS model, all D365 Organizations will operate in shared resources. If load increases on your D365 server, Microsoft allots more resources to that server. This is well taken care by Microsoft.
Regarding Search Performance, Microsoft will help you create indexes.
