Is it possible to assign records or contacts that you are not the owner of in CRM?
Yes. It is possible. This depends on the Assign permission level of the Contact entity of the operator user security role.
The following is my test steps, you can refer it.
For example, I sign in with an account that named test user (security role is Salesperson), and go to assign contacts records.
1. Assign level is user.
(1) when I am the owner of the record, I can see the Assign button.
(2) when I am not the owner of the record, the Assign button will not appear on the form.
2. Access level is Business Unit.
You can assign this record although you are not owner.
3. Access level is Organization:
