Is there a way, without coding, to limit the "To" field in the email form to certain types of recipients like, contacts, users and queues ? At the moment it shows as well accounts, leads. We would like to have a similar experience like when using outlook.

Sending Email setting is enabled on the entity level:
Once enabled, it cannot be reverted.
This means, you cannot exclude these from To using any out-of-the-box configuration.
The only solution is to remove accounts and leads from the app designer. (The site map is not affected)
However, this can cause some side effects, so it is not recommended.
In short, there is no configuration to implement it.
