I have processed an service order.After enabling the SIGN OFF , when i tried to change the stage to CLOSE, the system shows " Service order not completed fully"

What is the 'sign off' you referred to?
Is this a special project stage or a button that you press? Would be great if you could describe more what you did exactly.
Also, is this sign off function something that has been customized or is it all standard AX2012?

Sign Off is a standard feature avalibale in the Service Order lines, used to close the Service Order. once the sign off is enabled only we can able to raise the Invoice. The stage is the feature available in the AX service Management STD feature to update the current status of the Order like " In Process", " Waiting", " Closed " for monitoring purpose. This feature is available under Dispatch tab in Service Order processing

If you have no adjustments then check the fixes on LCS to ensure that there is no system bug available for what you see.

Otherwise, talk to your service colleagues who recorded the service order to ensure that there is no other problem with the service order.
