Yesterday I ran this function on a brand new company. Today i'm still unable to add new accounts....

you need to open a support ticket.
I had this same issue yesterday. Ran the process in one company and all my other companies kept giving me the error. I had to go to Company Information page and make sure I had a User Experience selected. Then the process completed and I no longer had the error message. Otherwise, if the issue persists you do need to open a support ticket and they will contact the server team to address your tenant issue.
