Our client wants to add Withholding Tax on purchase invoices or vendor payment. Withholding Tax (WHT) is tax withheld by a company when making a payment or invoices to a vendor, in which the full amount owed to that vendor is reduced by the tax withheld. This is already present in Australian version. But we want to do it in our W1 version.
You need to merge localization object from AU version related to WHT
but merge couldn't accomplished cause using AL where merge resulting modifications in standard objects which no longer exist
Then I suggest you redevelop this as a new extension, using events, based upon the code in the Australian version, on top of the W1. If you create it as an app on AppSource, then I'm sure other companies would be interested in it.

this right we are working in create App by WHT but we are facing an issue is how to get the following financial impact of WHT without modification in standard object .
1- GL Enty:
Dr\ Cost or inventory 1000
Cr\Withholding Tax 10
Cr\ Vendor Account 990
2- Vendor ledger entry /detailed ledger entry:
withheld or deduct the amount of WHT from invoice amount = 990
