What access must be granted to a user to enable the following option for a data import?
Delete->All Records Imported to This Entity During This Import.
I have several users that import data for leads, but they do not have the ability to delete based on the import if they find an error with the import.
Please verify the user has the following permissions to accomplish:
1. Bulk Delete - This is under "Core Records"
2. Ability to delete records for the Entity (i.e. Lead)

I believe the identification of data once imported in CRM is manual process .
You can search the imported data for delete using advanced find criteria or going to data management -> Bulk record deletion filter criteria. To do this you should have delete access of the entity and for bulk delete you need the bulk delete access of security role under "core records" tab.
You should be able to follow these steps and verify the security I mentioned above.
