You may have to write a Custom Workflow which is basically like a plugin (.NET code) to update all the child cases.
It's not really possible to go through all the child records linked to parent record using workflows/dialogs without writing some code.
The only way you could do this is if you triggered some kind of change in the child records then they can read the value from the master record
but usually this kind of updating/synchronizing is done using .net code in a plugin or custom workflow
You can use the the Distribute WF solution to do this where you provide a relationship and a workflow to run on all the records that are related over the given relationship.
