Is it possible to give a user permissions to view other user's calendar (without using outlook)?

If you are interested in a 3rd party tool you could take a look into our GroupCalendar for MS CRM . Which is exactly made for what you are looking for.
If you are looking for any other solution then you should try Dynamics 365 Calendar. Calendar 365 gives permission to see other user's calendars and other activity or meeting schedules.
