Does anyone know why I can't create a Product in CRM 2015 SP1 when my user interface language is different from base language?
do you get some error? menu are missing? what stop you from creating a new product?

and import failed - I got this info: Rows with localizable attributes can only be created when the user interface (UI) language for the current user is set to the organization's base language
when the language is english, create buttons are available and import goes smoothly
What is the base language? Which language are you using as the user interface language?

I have exactly the same issue, any Answer? I have to create a custom entity instead of Product
You could consider exporting and importing field translations separate and exclude that field from your main import may be?
And one other option you have is, instead of using the UI to import, you could consider writing a script to import the data
