I am getting below error thousands of times intermittently on my EventViewer. What is the cause of this issue.

Do u have a queue, whose outgoing email is set to Outlook, in queue's mailbox? That might be causing theis issue
I saw messages similar to this in the event log of one of our customers only yesterday! (That was CRM2011 with email router.)
In our case the email router was not properly configured. The account details used to authenticate with Exchange were wrong and needed to be re-entered.
Until corrected I also observed that the emails in CRM all had a status of "Pending Send".
Your problem might not be exactly the same as the one I had. But it is worth checking the config on your email router. In my example the email router was giving the error on every email. (If some emails are sending then your problem will be different to mine.)
Account details used to authencticate with Exchange Servers are correct as this error is intermittent. My Emails are getting sent. This error occurs once in a while and it disappears.
