I have an issue which is triggering on Update or Create of records, It was working earlier fine but before server down.
After Server up the following error displaying on form.
We didn't do any code changes or install any other MS CRM related things.
can you please help me to find out solution for it.

You have a plugin that handles update of case - MS.Crm.Plugins: MS.Crm.Plugins.ServiceRequest.PreUpdate
To fix your issue you should troubleshoot that plugin and understand why it throws an exception.

not only in one entity, every entity where ever we written plugins its not allowing us to Create records it is showing same error.
i tried to profile it but plugin registration tool not accepting profiler file.
Its working on Update BUT it is having problem with Create of records in all entities where entity having plugins..
can you try to check with globally on creation of records.

I'm not sure what are you asking me for. Looks like you have legacy 2011 on-premices environment so I don't have an access to it.
I will rephrase my suggestion if it was not clear for the first time - take source code of your plugins and analyze where that exception comes from and fix it.
I found that issue and fixed it...
Registration tool not able to load configuration file.
