I'm having trouble trying to import the sample data from "Higher Education Accelerator" module provided in this repository. the PackageDeployer gives the following error:
"Unable to parse timestamp '10/16/2018 2:00:33 PM' in data. Invalid format."
have any one idee?

There is an error in import file. You must access to v902FSMasterData\PkgFolder and unzip the file 20180517_FPSMasterData.zip.
Then you must edit the data.xml file the first line when indicated TimeStamp property. I replace with this value:
<entities xmlns:xsd="www.w3.org/.../XMLSchema" xmlns:xsi="www.w3.org/.../XMLSchema-instance" timestamp="22/10/2019 17:47:34">
Then zip and run the package tool

As per Doc
Formula: Imported date = exported date + (date of data import – date of data export)
Example: To move dates forward by 3 months, and import the data on 10/1/2017: change the timestamp in the data.xml file to 7/1/2017.
