How to hide the Create button (+ Create) in Unified Interface.
Note: Create button not display for the user who don't have permission to create/Update Business Process Flow

Do you mean that it is showing the create button because im a system administrator role?
I just perform same scenario in D365 trails version.
I didn't find any "Create" inside Next Stage. Please see below image:

To hide the +Create button remove the write access on the entity in the security role. After this user won't see the +create option UI.
I think it is impossible. Because user want to create a new opportunity but not through the BPF from Lead to Opportunity. I want only user to qualify the lead from lead stage which will create opportunity.

I can do it in previous versión but not on Uci mode.

Based on the investigation, I found that when I created a new form, the Create button does not appear. But it only appears in the existing form.
Somehow, it is turned out to be an issue with Lead Form were below internal handler was missing. MS Support team suspect that the previous vendor may have customized the lead form
