As a sales rep, i'm prospecting and creating new accounts in dynamics CRM.
When i'm selecting account manager how to to filter only on users with licence "Dynamics Entrprise Plan1 licence"?
Unfortunately the O365 licensing is not captured directly in CRM side user record. So you should have some field to capture that manually & a filter based on that to use.

As rightly said by Arun, The O365 licensing is not captured within Dynamics 365 CRM, so it is not possible with OOB method to filter the users based on office 365 license
You could try something like below in filter condition and see if it helps.
