I need to load Emirates ID Card data into CRM form on click of Ribbion button, Can you please suggest the best approach. is here any OOB feature?

What exactly you are trying to achieve?. Please explain your requirement. If you want to get the data from the Emirates ID server by sending unique ID, you need to check if there is any API/ Web service provided by Emirates ID Authority.
D365 has a business card scanner, refer the below link and check whether it suits you requirement. Also paid custom addons are also available for the same.
There is no OOB way to populate data on click a ribbon button , this need custom implementation and below an explanation with step for how to do that.
So the first step is using Ribbon Workbench to create the button and command.
1. We start of by adding our entity that we want to customize to a new Unmanaged solution. We only need to add the entity, and not mandatory to add all of the components of the entity.
2. Open Ribbon Workbench, and select the new solution that we created.
3. Add a new button with an image to the form command bar, as the picture below:

thanks you Mansoor you are right! There is no OOB way for this, I got API from EmiratesID and sending the UNIQUE code to it and it returning all the information releated to Emirates ID.

As of writing this document, the only applicable way to read emirates ID is to have a desktop application. The official SDK provided by Emirates ID authority included some Java applet examples which will not work anymore on recent browsers. But everyone is going now to web applications instead of desktop applications, so how can we design a workaround to achieve this?
