Users can be enabled in the organization if you have other subscriptions like "Microsoft Flow Free / Microsoft Power Automate". These subscriptions includes a license for "Common data service".
Enabled users doesn't provide access by default. Users must be assigned a security role by an admin in the instance to access data.
If you don't want these users to be enabled or created in the instance automatically, there is a security group feature that can be used in the instance as a filter:

Hi, but it will be great if there will be a possibility to see which type of license user have. Enterprise as a license name for free flow or customer engagement plan is not enough.
Currently only place to see reliably see the license is through office portal. https://admin.microsoft.com/Adminportal/Home#/users
