Can we update contact optionset fields with account optionset field which is not present on form and the optionset is not global optionset
It's possible but in order to do that you will have to use some kind of automation - plugins/workflows/power automate.
Yes you can do that, you have below options available.

How to do with field mapping
As in the answers above, use some automation.
Here I introduce the Power Automate .
Let me suppose that Account and Contact has an option set field with options A,B,C. Contact has an option field with options A,B,C. When Account option set field is updated, all related Contacts option set fields need to be updated.
Go to https://make.powerapps.com/, click Flow, new an automated flow.
Set the flow as fllow.
In this way, when the Account option set field is updated, all related Contacts option set fields value will be the same as the Account option set field.
Field mapping will only work when you create a record for the first time. Subsequent update to the field value will not get updated.
I would recommend to go with other options.
