One of my users who had previously been added to the Outlook app and was able to send / receive and check emails all of a sudden their profile was showing 'Not Run' in:-Incoming Email Status
Outgoing Email Status
Appointments, Contacts and Task status
Their profile as not changed nor their password
Please check If that user has an active mailbox in another instance. That may be sandbox instance

I've checked our two sandbox environments and there are no active users listed
So this wouldn't be an App for Outlook issue, but a Server Side Sync disablement issue. When you noticed his mailbox was in a "not run" status, was there also a message up in the yellow ribbon stating that their email needed approval by a global admin?
I'm wondering if there was some Active Directory sync down to the user. If the email address gets changed at all, even a capitalization of a letter, then the mailbox would get set to not run and would require re-approval and retest and enable for server side synchronization.
I would check to see if there was any email address change on the user record, or if there was an Active Directory sync change to the user.
