Users have reported issues with Flows not loading and Error loading control forms.
I am able to load this fine logged in as system administrator, do the users permissions need to be updated?
What permissions would this fall under?
Any ideas how to fix this

The user already has this license applied.
Hi,Please ask user to login into power automate platform manually or using below option:
After login, refresh the CRM screen or try by log-in again then click on CRM flow button.Thanks,Pradeep
Have tried this and the flow button is still stuck on loading.
It appears the flow button does not load when the user in in incognito mode only.
Is there any work arounds to get it to work within incognito mode?
Having the same issue with one user. Others don't have this problem. We tried with refreshing window, other browser, incognito, adding system admin role...
