How can I block posting of output before consumption is posted on the production journal?

    one workaround is to disallow certain user from posting output via permission sets so someone could review if proper consumption has been posted.

    The short answer is you can't, at least out-of-the-box.  That being said, the system will prompt you when posting output that you have not consumed your BOM and ask if you want to continue.
     
    If you want a hard block, you'll need an Extension written to check the consumption entries.
     
    You also have the option of using Backward Flushing, which will auto-consume the material (BOM) based on the Quantity being Output.  While this does assume a perfect world consumption, it does ensure the inventory gets consumed based on what was output.
