Best Possible ways to scan Portal Attachments before it got loaded in to MSCRM to avoid Malicious files load

There are always options on CRM side, you could create a workflow or plugin that triggers on record create/ pre-Create, and perform the scan you would like to perform.
If your code determines that the attachment is malicious, you can throw an exception which prevents the note being created in the first place.
This would not only prevent any uploads from Portal, even if people directly upload to CRM, it will still prevent.
And since you will be coding in C#, you have plenty of libraries and tools at your disposal to have an effective and robust checking in place
