Web Apps are installed and properly configured, but I’m getting the following when I try to attach to an expense:
Dynamics SL Message 28173: Attachments have been disabled for this item~~WebServiceName=Microsoft.Dynamics.SL.WebServices.ProjectExpenseService, TableName=pjexpdet~~SLSystemAttachment.GetLocation
Even though when you look at the configuration in SL (and via SQL) attachments are clearly enabled for the web service:

Make sure attachments are configured for "screens" and "web services" in the attachment configurations screen as web apps needs both setup. If that all looks OK, sometimes just deleting the attachment setup in SQL and then re-configuring it in the attachments configuration screen does the trick.
If it still doesn't work, what version of web apps are you using (from the About screen in web apps).
